Javier Ruperez, a diplomat, politician and published author, was Spain’s Ambassador to the US between 2000 and 2004. He had been Ambassador to the Madrid Session of the Conference on Security and Cooperation in Europe and Ambassador to NATO. He was Assistant Secretary General and Executive Director of the Counterterrorism Committee at the United Nations Security Council in New York between 2004 and 2007.

As a Spanish diplomat he has served in Ethiopia, Poland, Finland and Switzerland. He actively participated in the negotiation and drafting of the Helsinki Final Act.  He was the Chief of Staff of the Undersecretary and of the Minister at the Spanish Foreign Ministry. He retired from the Spanish Diplomatic Career in 2011.

He was a Senator and Member of Parliament in Spain, as well as President of the Foreign Affairs Committee and the Defense Committee in the Spanish Congress. He was also President of the Parliamentary Assemblies of both NATO and the OSCE.

A former Member of the Board of Abengoa Bioenergía, he is currently President of the consulting firm Ruperez International, LLC, Senior Adviser at the Europe Program in CSIS, Senior Fellow at the Center for Cyber and Homeland Security at George Washington University and Member of several Spanish NGOS: “Fundación FAES”, in Madrid; “Círculo Cívico de Opinión” in Madrid; and “Fundación para la Libertad”, in Bilbao. He is a corresponding member of the “Real Academia de Ciencias Morales y Políticas” in Madrid.

Javier Ruperez holds the rank of Ambassador at the Spanish Diplomatic Service. He has been awarded numerous Spanish and foreign distinctions and decorations.
